What each phase actually means

    Build

    Senatio establishes the engineering capability - the organization design, the engineers, the standard they are held to, and the operating layer underneath them.

  2. Phase02

    Operate

    Senatio runs it through the build-out phase, carrying responsibility for delivery and engineering governance while the organization matures.

  3. Phase03

    Transfer

    When appropriate, the organization moves under the client's direct control. The path to that point is defined in the engagement rather than improvised at the end.

Why the transfer step matters

A build-out that cannot be handed over is not a build-operate-transfer engagement. The point of the model is that the organization is designed from the start to survive the handover - the engineering standard, the governance and the operating layer all belong to the organization rather than to the vendor running it.
